Sweden – shared product responsibility for packaging.

Participation in collective schemes becomes mandatory.

In June 2022, Sweden has implemented a new regulation on producer responsibility for packaging. The regulation means that all producers must be affiliated to a producer responsibility organization that is approved by the Swedish Environmental Protection Agency as of 1 November 2023. The purpose of this regulation is to achieve higher collection and recycling rates for waste packaging.

 

The collection responsibility for household packaging transfers from the producers to the municipalities on January 1, 2024.  The producers are responsible for financing for the collection of packaging and ensuring that the packaging waste material is recycled. This task is covered by the packaging collection scheme that is financed by the producers according to their volume reports.
